Interface: DecimationPolicy<T>

How to decimate these points.

Can only be decided where the point type is known — OhlcAggregation is a DecimationStrategy<OHLC>, so it can't just go anywhere.

Anything omitted falls back in this order: a registration override, then the Series default, then the wiring's default.
