Interface: DataManagerFactory() ​

Give it a way to read coordinates and it builds you a manager.

Every series needs its own manager — a manager instance holds data, so it can't be shared. Hence passing the way to build one, rather than an instance.

The ceiling (maxPoints) and tiering (tiered) are decided by the wiring and can't be changed here. The only thing that should differ per series is what to decimate and how.
